Library staff in Harford County are joining together to form a union. Working together we can make our workplace better.

IAM Union-Championed Library Workers Empowerment Act Signed into Law by Maryland Gov. Wes Moore

The International Association of Machinists and Aerospace Workers (IAM) is a part of Maryland history today as Maryland Gov. Wes Moore (D) signs the Library Workers Empowerment Act into state law.
The Library Workers Empowerment Act paves the way for Maryland’s unorganized public library employees to form unions and collectively bargain with their employers.
“We want a seat at the table,” said Harford County Marketing and Communications Specialist Megan Baker. “And now all library staff in Maryland have the right to organize and join unions if they choose.”
“Having a voice and the ability to negotiate wages and working conditions will go a long way to helping us improve the library systems we love so much,” said Harford County Library Associate Morgan Michael.
Some Maryland library workers, like Baker and Michael, have been working for years to join the IAM. They did not have a process to do so until legislation was passed by the General Assembly enabling them to do so.

OUR MISSION 

The employees of the Harford  County Public Library System want union representation to collectively bargain for improvements in the workplace. We want consistency in policies across all branches and a voice to ensure the best library experience for all employees and the greater Harford County community.

Consistency in Policies 

HCPL employment policies are intended to create a uniform work environment. However, when the implementation of policies differs across multiple branches, employees are left with an uncertain and confusing work environment. Union representation can correct inconsistencies and give employees a voice against unfair enforcement.

Transparency

HCPL employees want an opportunity to negotiate more transparent policies and have a voice at work. We are looking for a more equitable workplace and to be part of the decision-making process. Currently, employees learn more about workplace policies through the rumor mill than from management. That’s disrespectful and we deserve better.

Wages & Benefits

Across all industries, union employees earn higher wages and have better benefits; library staff are no different. In 2018, union librarians earned approximately 38% more weekly than non-union librarians. Additionally, union contracts are the most effective way to combat the gender wage gap.

The International Association of Machinists & Aerospace Workers (IAM) represents roughly 600,00 workers across North America. That includes healthcare, public-sector workers, manufacturing, government workers, aerospace, and air and rail transport– just to name a few.

IAM certified trained representatives will assist members and their families in finding help during their most difficult times. MAP/EAP is a free and confidential service for our members and their families.

Fairness

A union-negotiated contract puts rules in place that allow you to do your job without fear of retaliation or unjust treatment. If you feel those rules have been broken, you have the legal right to appeal through a grievance procedure. As a result, everyone is treated with respect.

Representation

When you become union, you never have to feel alone. If you’re called into a meeting with a supervisor, that you believe could negatively impact you, your steward can be by your side. Your steward will ensure the contract is properly followed and your rights are protected.

Respect

A union contract contains grievance procedures to provide workers recourse when work rules aren’t followed or equally enforced. While it may not force management to feel respect, it definitely minimizes their opportunity to disrespect employees.
